The blouse is cute and can be worn through fall and winter under a blazer but may be out of style in a year or two. The skirt can be worn all year long and will probably stay in style longer. The cashmere turtleneck is a classic and will never go out of style, but can only be worn in fall and winter.

It's a tough call. I really like the skirt though.
